C.I.A. Officer Found With Gold Bars in Basement Reaches Tentative Plea Deal

David J. Rush was fired from the C.I.A. after the F.B.I. found 303 gold bars in his Virginia home. Officials have said he created a fake classified program to funnel himself millions of dollars.
